Finnish fare dodgers have formed their own union to share the risk of fines.

The Helsinki-based group, pummit.org, translates as freeloader in English.

It's offering people who don't want to pay for public transportation the opportunity to have their fines paid by joining the group.

Mr Berlusconi made the remarks as he was setting out his programme for Italy's six-month presidency of the EU.

He rounded on Mr Schulz after the German Socialist MEP had criticised his business and political conduct.
