The whole point of it, which of course they're not saying, is that they'd get hefty purchases just before an event is likely to take place. A form of terrorist insider trading if you will... Let's face it, they're gonna want to make some money of this kind of thing if they can, so analysing trends effectively could help predict the impending likelihood of whatever terrorist act has been recently 'popular'. Quite a good idea, but you can see how many people would find it obscene!

I think its flawed and I don't think terrorists will buy it, these guys are very good at keeping secrets from the authorities I'm sure they're just as good at keeping them from so to speak rival terrorists. Torrorists could also manipulate it to their favour couldn't they. Its just stupid, this is also the sort of shit that terrorists disagree with anyway.
