Coding problems!!! please help

I don't understand the world anymore.... I'm writing very simple code for a web page. I have a page where I have 6 links. 5 of them are to documents and 1 to another page. I want the link to the webpage to be some where in the middle, but it doesn't matter it always puts it at the top. I would be greatful for a fresh set of eyes. please view the txt. ... Comment
